The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:31 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Carignan, P.C., Dagenais, Dyck, McIntyre, Plett, Runciman, Sinclair and White (11).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 26, 2016, the committee continued its study of Bill S-230, An Act to amend the Criminal Code (drug-impaired driving). (For complete text of the order of reference, see proceedings of the committee, Issue No. 18).

The chair made a statement.

At 10:32 a.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill S-230, An Act to amend the Criminal Code (drug-impaired driving).

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

The chair asked whether clause 2 shall carry.

Mr. Pruden was invited to the table to answer questions.

Debate.

It was agreed that clause 2 carry, on division.

It was agreed that clause 3 carry, on division.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 11:05 a.m., pursuant to the order of reference adopted by the Senate on Wednesday, October 19, 2016, the committee continued its study of Bill S-215, An Act to amend the Criminal Code (sentencing for violent offences against Aboriginal women).

It was agreed to proceed to clause-by-clause consideration of Bill S-215.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 carry, on division.

It was agreed that clause 2 carry, on division.

It was agreed that the preamble carry, on division.

It was agreed that the title carry.

It was agreed that the bill carry, on division.

It was agreed that the chair report the bill to the Senate.

At 11:08 a.m., the committee adjourned to the call of the chair.
