The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Carignan, P.C., Dupuis, Eaton, Gold, Joyal, P.C., Martin, Pate, Pratte and Sinclair (11).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its examination of Bill C-46, An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 34.)

WITNESSES:

Public Safety and Emergency Preparedness:

Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies Directorate;

Rachel Huggins, Manager, Policy Development.

Royal Canadian Mounted Police:

Byron Boucher, Assistant Commissioner Contract and Aboriginal Policing;

Wade Oldford, Chief Superintendent and Director General, Forensic Services;

D'Arcy Smith, Special Advisor, Drug Evaluation and Classification Program.

Canadian Society of Forensic Sciences:

Daryl Mayers, Chair, Alcohol Test Committee;

Amy Peaire, Chair, Drugs and Driving Committee.

The chair made a statement.

Mr. Bhupsingh made a statement and, together with Ms. Huggins, Mr. Boucher and Mr. Smith, answered questions.

At 5:40 p.m., the committee suspended.

At 5:42 p.m., the committee resumed.

The chair made a statement.

Mr. Mayers and Ms. Peaire each made a statement and answered questions.

At 6:41 p.m., the committee adjourned to the call of the chair.
