The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room 9, Victoria Building, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Carignan, P.C., Dupuis, Gold, Jaffer, Joyal, P.C., Maltais, McIntyre, Pate, Pratte, Sinclair and Tkachuk (13).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament; Chantale Lamarche, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its examination of Bill C-46, An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 34.)

WITNESSES:

Toronto Transit Commission:

Brian Leck, Head of Legal and General Counsel;

Megan MacRae, Executive Director, Human Resources.

Nathalie Léveillé, Coordinator, Legal Affairs and Compliance (by video conference).

Railway Association of Canada:

Gérald Gauthier, Acting President;

Simon-Pierre Paquette, Legal Counsel, Canadian National Railway.

Federally Regulated Employers Transportation and Communications:

Derrick Hynes, Executive Director.

Canadian Ferry Association:

Serge Buy, Chief Executive Officer.

The chair made a statement.

Ms. Léveillé, Mr. Leck and Ms. MacRae each made a statement and answered questions.

At 5:05 p.m., the Honourable Senator Tkachuk replaced the Honourable Senator Maltais.

At 5:18 p.m., the committee suspended.

At 5:21 p.m., the committee resumed.

Mr. Gauthier, Mr. Hynes and Mr. Buy each made a statement and, together with Mr. Paquette, answered questions.

At 6:23 p.m., the committee adjourned to the call of the chair.
