The Standing Senate Committee on Legal and Constitutional Affairs met this day at 2:06 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boniface, Carignan, P.C., Dalphond, Frum, Joyal, P.C., Kutcher, Lankin, P.C., MacDonald, McIntyre, Moodie and Pate (12).

Other senator present: The Honourable Senator Dupuis (1).

In attendance: Brent Capwell and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official stenographers of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 2, 2019, the committee continued its consideration of the subject matter of those elements contained in Division 17 of Part 4, and in Subdivisions B, C and D of Division 2 of Part 4 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures.

WITNESSES:

Department of Justice Canada:

Paul Saint-Denis, Senior Counsel;

Adèle Berthiaume, Counsel.

Immigration, Refugees and Citizenship Canada:

Fraser Valentine, Director General, Refugee Affairs;

André Baril, Senior Director, Refugee Affairs.

Royal Canadian Mounted Police:

Eric Slinn, Assistant Commissioner, Federal Policing Criminal Operations;

Mark Flynn, Superintendent, Director General, Financial Crime and Cybercrime, Federal Policing Criminal Operations.

Financial Transactions and Reports Analysis Centre of Canada:

Luc Beaudry, Assistant Director, Collaboration, Development and Research;

Joane Leroux, Assistant Director, Regional Operations;

Dan Lambert, Assistant Director, Intelligence Sector.

The chair made a statement.

Mr. Saint-Denis and Mr. Valentine each made a statement and, together with Mr. Baril, answered questions.

At 2:57 p.m., the committee suspended.

At 3 p.m., the committee resumed.

Assistant Commissioner Slinn made a statement and, together with Superintendent Flynn, answered questions.

At 3:45 p.m., the committee suspended.

At 3:47 p.m., the committee resumed.

Mr. Beaudry made a statement and, together with Mr. Lambert and Ms. Leroux, answered questions.

At 4:25 p.m., pursuant to rule 12-16(1)(d), the committee proceeded to consider a draft report.

It was agreed that the draft report be adopted, and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations to the report taking into consideration today's discussion.

It was agreed that the chair table the report in the Senate.

At 4:40 p.m., the committee adjourned to the call of the chair.
