The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room W120, 1 Wellington St., the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Carignan, P.C., Dalphond, Dean, Dupuis, Gold, Joyal, P.C., McIntyre and Pratte (11).

Other senator present: The Honourable Senator Pate (1).

In attendance: Maxime Charron-Tousignant, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 11, 2019, the committee began its consideration of Bill C-93, An Act to provide no-cost, expedited record suspensions for simple possession of cannabis.

The Honourable Ralph Goodale, P.C., M.P., Minister of Public Safety and Emergency Preparedness.

WITNESSES:

Public Safety Canada:

Angela Arnet Connidis, Director General, Crime Prevention, Corrections and Criminal Justice Directorate;

Allison Davis, Manager, Criminal Justice Policy Unit.

Parole Board of Canada:

Ian Broom, Acting Director General, Policy and Operations;

Lisa Noseworthy, Acting Director, Clemency and Record Suspensions.

Royal Canadian Mounted Police:

Amanda Gonzalez, Manager, Civil Fingerprint Screening Services and Legislative Conformity.

Department of Justice Canada:

Ari Slatkoff, Deputy Executive Director and General Counsel.

The chair made a statement.

The minister made a statement and, together with Ms. Arnet Connidis, Mr. Broom, Ms. Gonzalez, Mr. Slatkoff, Ms. Davis and Ms. Noseworthy, answered questions.

At 12:36 p.m., the committee adjourned to the call of the chair.
