The Standing Senate Committee on National Finance met this day at 6:52 p.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Black (Alberta), Cools, Eaton, Marshall, Mockler, Moncion, Neufeld and Pratte (9).

In attendance: Alex Smith and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study on the federal government's multi-billion dollar infrastructure funding program. (For complete text of the order of reference, see proceedings of the committee, Issue No. 7.)

Pursuant to the order of reference adopted by the Senate on Tuesday, March 20, 2018, the committee considered the government response to the twelfth report of the committee, entitled Smarter Planning, Smarter Spending: Achieving infrastructure success, deposited with the Clerk of the Senate on February 28, 2017.

APPEARING:

The Honourable Amarjeet Sohi, P.C., M.P., Minister of Infrastructure and Communities.

WITNESSES:

Infrastructure Canada:

Kelly Gillis, Deputy Minister;

Darlene Boileau, Assistant Deputy Minister, Corporate Services and Chief Financial Officer;

Laura Di Paolo, Director General, Program Integration;

Sean Keenan, Director General, Strategic and Horizontal Policy.

The minister made a statement and, together with Ms. Gillis, answered questions.

At 7:51 p.m., the committee suspended.

At 7:54 p.m., the committee resumed.

Ms. Gillis continued to answer questions.

At 8:29 p.m., the committee adjourned to the call of the chair.
