The Standing Senate Committee on National Finance met this day at 6:50 p.m., in room W120, 1 Wellington Street, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Boehm, Duncan, Eaton, Forest, Forest- Niesing, Klyne, Marshall, Mockler, Neufeld, Omidvar and Pratte (12).

Other senator present: The Honourable Senator Dalphond (1).

In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference deemed referred by the Senate on Friday, February 22, 2019, the committee began its study on the government response to its thirty-second report, entitled The Phoenix Pay Problem-Working Toward a Solution.

APPEARING:

The Honourable Carla Qualtrough, P.C., M.P., Minister of Public Services and Procurement and Accessibility;

Steven MacKinnon, M.P., Parliamentary Secretary to the Minister of Public Services and Procurement and Accessibility.

WITNESSES:

Public Services and Procurement Canada:

Les Linklater, Associate Deputy Minister, HR-to-Pay Stabilization.

Treasury Board of Canada Secretariat:

Jacquie Manchevsky, Corporate Secretary, Next Generation HR and Pay Team, Office of the Chief Information Officer.

The chair made a statement.

The minister made a statement and, together with Mr. Linklater and Ms. Manchevsky, answered questions.

At 7:46 p.m., the committee suspended.

At 7:48 p.m., the committee resumed.

Mr. Linklater and Ms. Manchevsky continued to answer questions.

At 8:14 p.m., the committee adjourned to the call of the chair.
