The Standing Senate Committee on National Finance met this day at 9:31 a.m., in room W120, 1 Wellington Street, the deputy chair, the Honourable André Pratte, presiding.

Members of the committee present: The Honourable Senators Boehm, Deacon (Ontario), Duncan, Eaton, Forest, Forest-Niesing, Klyne, Marshall and Pratte (9).

In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 4, 2018, the committee continued its study on the processes and financial aspects of the Government of Canada's system of defence procurement. (For complete text of the order of reference, see proceedings of the committee, Issue No. 78.)

WITNESSES:

J. Craig Stone, Associate Professor and Deputy Chair, Department of Command, Leadership and Management, Canadian Forces College, Department of National Defence and the Canadian Armed Forces.

David Perry, Vice President and Senior Analyst, Canadian Global Affairs Institute.

The chair made a statement.

Mr. Stone and Mr. Perry each made statements and answered questions.

At 11:22 a.m., the committee adjourned to the call of the chair.
