The Standing Senate Committee on Official Languages met this day at 5:01 p.m., in room 257, East Block, the chair, the Honourable Claudette Tardif, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Bovey, Cormier, Fraser, McIntyre, Mégie, Mockler, Moncion and Tardif (9).

In attendance: Marie-Ève Hudon, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 3, 2016, the committee continued its study on the application of the Official Languages Act and of the regulations and directives made under it, within those institutions subject to the Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Office of the Commissioner of Official Languages:

Ghislaine Saikaley, Interim Commissioner of Official Languages;

Pascale Giguère, General Counsel and Director;

Mary Donaghy, Assistant Commissioner, Policy and Communications Branch;

Jean Marleau, Acting Assistant Commissioner, Compliance Assurance Branch.

The chair made a statement.

Ms. Saikaley made a statement and, together with Ms. Donaghy, Mr. Marleau and Ms. Giguère, answered questions.

At 6:02 p.m., the committee suspended.

At 6:05 p.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda (future business).

It was agreed:

That the proposed order of reference for a study on examine and report on Canadians' views about modernizing the Official Languages Act be adopted and that the chair seek authority of the Senate for the following order of reference.

At 6:35 p.m., the committee adjourned to the call of the chair.
