The Standing Senate Committee on National Security and Defence met this day at 12 p.m., in room 2, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Boniface, Dagenais, Doyle, Jaffer, McPhedran, Oh and Richards (7).

Other senators present: The Honourable Senators Griffin and Wallin (2).

In attendance: Daniel McBryde and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament; Marcy Galipeau Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its examination on Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESS:

Royal Canadian Mounted Police:

Brenda Lucki, Commissioner.

The chair made a statement.

Ms. Lucki made a statement and answered questions.

At 12:57, the committee suspended.

At 1:03 p.m., the committee resumed in camera and pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee continued its study on the subject matter of those elements contained in Part 4 of Bill C-74, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures, introduced in the House of Commons on March 27, 2018. (For complete text of the order of reference, see proceedings of the committee, Issue No. 26.)

Pursuant to rule 12-16(1)(d), the committee considered a draft report.

It was agreed that the draft report, as amended, be adopted.

At 1:05 p.m., the committee adjourned to the call of the chair.
