The Standing Senate Committee on National Security and Defence met this day at 1:02 p.m., in room 2, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Boniface, Dagenais, Jaffer, McIntyre, McPhedran, Oh and Richards (8).

Other senator present: The Honourable Senator Griffin (1).

In attendance: Daniel McBryde, Constance Naud-Arcand and Christina Yeung, Analysts, Parliament Information and Research Services, Library of Parliament; Stav Nitka, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its study on Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Topic: Emergency Warning System

WITNESSES:

Scott Shortliffe, Chief Consumer Officer and Executive Director;

Eric Bowles, Legal Counsel.

Public Safety Canada:

Patrick Tanguy, Assistant Deputy Minister, Emergency Management and Programs.

Environment and Climate Change Canada:

Ken MacDonald, Executive Director, National Programs and Business Development.

Pelmorex Weather Networks (Television) Inc.:

Kurt Eby, Director, Regulatory and Government Relations;

Martin Bélanger, Director, Public Alerting.

The chair made a statement.

Mr. Shortliffe and Mr. Tanguy each made a statement and, together with Mr. Bowles and Mr. MacDonald, answered questions.

At 1:57 p.m., the committee suspended.

At 2:04 p.m., the committee resumed.

Mr. Eby made a statement and, together with Mr. Bélanger, answered questions.

At 2:45 p.m., the committee suspended.

Topic: Sexual Harassment and Violence in Defence and Security Institutions

At 2:53 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

At 3:27 p.m., the committee adjourned to the call of the chair.
