The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:18 p.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Bernard, Eggleton, P.C., Frum, Manning, Omidvar, Petitclerc and Seidman (7).

In attendance: Sonya Norris and Havi Echenberg, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its study on issues relating to social affairs, science and technology generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 35.)

TOPIC: Study on the creation of a Social Finance Fund

WITNESSES:

Centre for Social Innovation and Impact Investing:

James Tansey, Executive Director (by video conference).

As an individual:

Marie J. Bouchard, full professor, École des sciences de la gestion,Université du Québec à Montréal.

The McConnell Foundation:

Stephen Huddart, President and Chief Executive Officer.

Australian Advisory Board on Impact Investing:

Rosemary Addis, Chair and Executive Director, Impact Strategist (by video conference).

Nonprofit Finance Fund:

Antony Bugg-Levine, President (by video conference).

The chair made a statement.

Mr. Tansey, Ms. Bouchard and Mr. Huddart each made a statement and answered questions.

At 5:22 p.m., the committee suspended.

At 5:28 p.m., the committee resumed.

Ms Addis and Mr. Bugg-Levine each made a statement and answered questions.

At 5:31 p.m., the committee suspended.

At 5:33 p.m., the committee resumed.

The committee continued questioning the witnesses.

At 6:21 p.m., the committee adjourned to the call of the chair.
