The Standing Senate Committee on Transport and Communications met this day at 6:51 p.m., in room 2, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Bovey, Cormier, Duffy, Galvez, MacDonald, Mitchell, Omidvar, Plett and Tkachuk (9).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Friday, December 8, 2017, the committee continued its consideration of Bill C-49, An Act to amend the Canada Transportation Act and other Acts respecting transportation and to make related and consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 27.)

WITNESSES:

St. Lawrence Shipoperators:

Martin Fournier, Executive Director (by video conference).

International Longshore and Warehouse Union:

Rob Ashton, President.

Shipping Federation of Canada:

Karen Kancens, Vice President.

Chamber of Marine Commerce:

Bruce Burrows, President.

Fraser River Pile and Dredge:

Sarah Clark, Chief Executive Officer (by video conference).

As an individual:

Konrad von Finckenstein, Former Commissioner of Competition.

The chair made a statement.

Mr. Fournier, Mr. Ashton, Ms. Kancens, Mr. Burrows and Ms. Clark made statements and answered questions.

At 7:48 p.m., the committee suspended.

At 7:51 p.m., the committee resumed.

Mr. von Finckenstein made a statement and answered questions.

At 8:10 p.m., the committee suspended.

At 8:13 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that copies of proposed amendments be circulated by the clerk to members of the committee prior to the clause-by-clause consideration of Bill C-49.

At 8:25 p.m., the committee adjourned to the call of the chair.
