Pursuant to the order of the Senate of March 30, 2021, the Standing Committee on Rules, Procedures and the Rights of Parliament met this day by videoconference at 11:01 a.m. (ET), the chair, the Honourable Leo Housakos, presiding. This meeting is considered to have taken place in the parliamentary precinct.

Members of the committee present by videoconference: The Honourable Senators Batters, Bellemare, Black (Ontario), Bovey, Duncan, Dupuis, Greene, Housakos, McPhedran, Ringuette, Saint-Germain and Wells (12).

In attendance: Shaila Anwar, Principal Clerk, and Ericka Dupont, Procedural Clerk, Committees Directorate; Ginette Ricard, Administrative Assistant; Stephanie Feldman and Erin Virgint, Analysts, Parliamentary Information and Research Services, Library of Parliament; and Ben Silverman, Communications Officer, Communications Directorate.

Also present: The official reporters of the Senate.

The chair made a statement.

The Honourable Senator McPhedran moved:

That the Subcommittee on Agenda and Procedure be composed of the chair and the deputy chairs; and

That the subcommittee be empowered, after consulting with committee members and inviting requests from the committee, to make decisions on behalf of the committee with respect to its agenda, to invite witnesses, and to schedule hearings.

After debate,

The question being put on the motion, it was adopted, on division.

The committee discussed future business.

At 11:38 a.m., the committee adjourned to the call of the chair.
