Pursuant to the order of the Senate of March 30, 2021, the Standing Senate Committee on National Security and Defence met this day by videoconference at 2 p.m. [ET], the chair, the Honourable Gwen Boniface, presiding. This meeting is considered to have taken place in the parliamentary precinct.

Members of the committee present by videoconference: The Honourable Senators Boisvenu, Boniface, Busson, Cotter, Dagenais, Dalphond, Jaffer, Martin, McPhedran, Moodie, Oh and Richards (12).

Participating in the meeting: Mark Palmer, Procedural Clerk and Natacha Umugwaneza, Administrative Assistant, Committees Directorate; Anne Marie Therrien-Tremblay and Ariel Shapiro, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official stenographers of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 27, 2021, the committee began its examination of Bill C-228, An Act to establish a federal framework to reduce recidivism.

WITNESSES (by videoconference):

Richard Bragdon, M.P., Tobique—Mactaquac, sponsor of the bill

Public Safety Canada:

Julie Thompson, Director General, Crime Prevention, Corrections, Criminal Justice and Aboriginal Policing Policy Directorate.

Correctional Service of Canada:

Carmen Long, Director General, Offender Programs and Reintegration Branch.

As an individual:

The Honourable Graydon Nicholas, Endowed Chair in Native Studies, St. Thomas University, former Lieutenant-Governor of New Brunswick.

John Howard Society of Canada:

Catherine Latimer, Executive Director.

The chair made a statement.

Mr. Bragdon made a statement and, together with Ms. Thompson and Ms. Long, answered questions.

At 3:02 p.m., the committee suspended.

At 3:05 p.m., the committee resumed.

Mr. Nicholas and Ms. Latimer made statements and answered questions.

At 3:57 p.m., the committee adjourned to the call of the chair.
