Pursuant to the order of the Senate of March 30, 2021, the Standing Senate Committee on National Security and Defence met this day by videoconference at 2:04 p.m. [ET], the chair, the Honourable Gwen Boniface, presiding. This meeting is considered to have taken place in the parliamentary precinct.
Members of the committee present by videoconference: The Honourable Senators Boisvenu, Boniface, Busson, Dagenais, Dalphond, Jaffer, Martin, McPhedran, Moodie, Oh, Pate and Richards (12).
Participating in the meeting: Shaila Anwar, Principal Clerk, Mark Palmer, Procedural Clerk and Natacha Umugwaneza, Administrative Assistant, Committees Directorate; Ariel Shapiro and Anne Marie Therrien-Tremblay, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 27, 2021, the committee continued its examination of Bill C-228, An Act to establish a federal framework to reduce recidivism.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-228, An Act to establish a federal framework to reduce recidivism.
It was agreed that the title stand postponed.

At 3:38 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft report.
It was agreed that the committee allow the transcription of today’s in camera portion of the meeting, that one copy be kept with the clerk of the committee for consultation by committee members present or by the committee analysts; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report taking into consideration this meeting's discussions, with any necessary editorial, grammatical and translation changes required.
It was agreed that the chair report the bill, with observations, to the Senate.
At 3:54 p.m., the committee adjourned to the call of the chair.
