The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:00 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Lucie Moncion, presiding.

Members of the committee present: The Honourable Senators Bovey, Boyer, Carignan, P.C., Dawson, Deacon (Nova Scotia), Dean, Loffreda, Martin, Moncion, Plett, Quinn, Saint-Germain, Seidman, Tannas, and Yussuff (15).

Other senator present: The Honourable Senator Dalphond (1).

Participating in the meeting: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Gérald Lafrenière, Interim Clerk of the Senate and Clerk of the Parliaments and Chief Legislative Services Officer; Philippe Hallée, Law Clerk and Parliamentary Counsel; senior Senate officials and other support staff.

WITNESSES:

The Honourable Senator Scott Tannas, Member, Subcommittee on the Senate Estimates and Committee Budgets;

Nathalie Charpentier, Comptroller and Deputy Chief Financial Officer, Finance and Procurement Directorate;

Pierre Lanctôt, Chief Financial Officer, Finance and Procurement Directorate.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate’s internal administration.

The Chair made a statement.

The Chair introduced all senators that were present.

CIBA/2022-12-15/190(P) — Adoption of Minutes of Proceedings from December 1, 2022 (public)

The committee considered the Minutes of Proceedings from December 1, 2022 (public).

After debate, it was agreed that the Minutes of Proceedings of Thursday, December 1, 2022 (public), be adopted.

The question being put on the motion, it was adopted.

CIBA/2022-12-15/191(P) — Report from the Subcommittee on Senate Estimates and Committee Budgets — Main Estimates 2023-2024

The Honourable Senator Tannas, member of the Subcommittee on Senate Estimates and Committee Budgets, presented the Eleventh Report relating to the Main Estimates for 2023-2024.

The Honourable Senator Tannas made a statement.

After debate, the Honourable Senator Tannas moved:

That the Eleventh Report from the Subcommittee on Senate Estimates and Committee Budgets relating to the Main Estimates for 2023-2024 be adopted and that it be presented in the Senate;

That the Subcommittee on Senate Estimates and Committee Budgets work with the administration to conduct an efficiency review;

That there be pause on hiring until an efficiency review is completed;

That the Subcommittee on Agenda and Procedure be empowered to exempt from the pause on hiring those positions where staffing actions have begun and to approve other exceptions to the pause on hiring as warranted.

The question being put on the motion, it was adopted, on division.

At 9:14 a.m., the committee adjourned to the call of the chair.
