The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:17 p.m., in room W120, 1 Wellington St., the chair, the Honourable Brent Cotter, presiding.

Members of the committee present: The Honourable Senators Batters, Clement, Cotter, Dalphond, Jaffer, Klyne, Manning and Pate (8).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on December 14, 2022, the committee began its consideration of Bill C-233, An Act to amend the Criminal Code and the Judges Act (violence against an intimate partner).

WITNESSES:

As individuals:

Anju Dhillon, Member of Parliament for Dorval-Lachine-LaSalle, sponsor of the bill;

Pam Damoff, Member of Parliament for Oakville North-Burlington;

Ya'ara Saks, Member of Parliament for York Centre;

Jennifer Kagan-Viater (by videoconference);

Philip Viater (by videoconference);

Jo-Anne Dusel, Executive Director, Provincial Association of Transition Houses and Services of Saskatchewan (by videoconference).

Anju Dhillon, Pam Damoff and Ya'ara Saks each made a statement and answered questions.

At 5:17 p.m., the committee suspended.

At 5:23 p.m., the committee resumed.

Jennifer Kagan-Viater and Jo-Anne Dusel each made a statement and, together with Philip Viater, answered questions.

At 6:16 p.m., the committee adjourned to the call of the chair.
