The Standing Senate Committee on National Finance met this day at 11:02 a.m., in room W120, 1 Wellington St., the chair, the Honourable Claude Carignan P.C., presiding.

Members of the committee present: The Honourable Senators Carignan, P.C., Dalphond, Forest, Gold, P.C., Kingston, Loffreda, MacAdam, McBean, Moncion, Moreau, Ross and Smith (12).

Other senators present: The Honourable Senators Fridhandler, Gignac and Miville-Dechêne (3).

Participating in the meeting: Sylvain Fleury and Shaowei Pu, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 3, 2024, the committee continued its consideration of Bill C-78, An Act respecting temporary cost of living relief (affordability).

WITNESSES:

Yves Giroux, Parliamentary Budget Officer;

Jason Stanton, Advisor Analyst.

As individuals:

David Dodge, Senior Advisor, Bennett Jones LLP;

Luc Godbout, Full Professor, Chair of Taxation and Public Finance, University of Sherbrooke (by videoconference);

Sylvain Charlebois, Professor and Director, Agri-Food Analytics Laboratory, Dalhousie University (by videoconference).

David Dodge, Luc Godbout and Sylvain Charlebois each made a statement and answered questions.

At 12:06 p.m., the committee suspended.

At 12:09 p.m., the committee resumed.

Yves Giroux made a statement and, together with Jason Stanton, answered questions.

At 12:59 p.m., the committee suspended.

At 1:07 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-78.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry, on division.

It was agreed that clause 3 carry, on division.

It was agreed that clause 4 carry, on division.

It was agreed that clause 1, which contains the short title, carry, on division.

It was agreed that the title carry, on division.

It was agreed that the bill carry, on division.

The committee discussed observations.

After debate, it was agreed that observations be appended to the committee's report.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration today’s discussion and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report Bill C-78, without amendment and with observations to the Senate, in both official languages, at the earliest opportunity, on division.

At 1:43 p.m., the committee adjourned to the call of the chair.
