THE STANDING SENATE COMMITTEE ON NATIONAL FINANCE

The Standing Senate Committee on National Finance met this day at 10:02 a.m., in room W120, 1 Wellington Street.

Members of the committee present: The Honourable Senators Boehm, Bovey, Dagenais, Dean, Gignac, Gold, P.C., Loffreda, Marshall, Moncion, Pate, Smith and Yussuff (12).

Participating in the meeting: Tracy Amendola, Administrative Assistant, Committees Directorate; Shaowei Pu and Sylvain Fleury, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 13, 2022, the committee began its consideration of Bill C-32, An Act to implement certain provisions of the fall economic statement tabled in Parliament on November 3, 2022 and certain provisions of the budget tabled in Parliament on April 7, 2022.

The clerk informed the committee of the unavoidable absences of the chair and deputy chair and presided over the election of an acting chair.

The Honourable Senator Marshall moved that the Honourable Senator Gignac be the acting chair.

The question being put on the motion, it was adopted.

The acting chair took the chair.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-32.

It was agreed that the title stand postponed, on division.

It was agreed that clause 1, which contains the short title, stand postponed, on division.

With leave and pursuant to rule 12-20(4), it was agreed that the committee group clauses according to the four parts of the bill as described in the Table of Provisions.

It was agreed that Part 1, which contains clauses 2 to 92, carry, on division.

It was agreed that Part 2, which contains clauses 93 to 112, carry, on division.

It was agreed that Part 3, which contains clauses 113 to 117, carry, on division.

It was agreed that Part 4, Division 1, which contains clauses 118 to 119, carry, on division.

It was agreed that Part 4, Division 2, which contains clause 120, carry, on division.

It was agreed that Part 4, Division 3, which contains clauses 121 to 143, carry.

It was agreed that Part 4, Division 4, which contains clause 144, carry, on division.

It was agreed that Part 4, Division 5, which contains clauses 145 to 168, carry, on division.

It was agreed that the title carry, on division.

It was agreed that clause 1, which contains the short title, carry, on division.

It was agreed that the bill carry, on division.

It was agreed that the acting chair report Bill C-32, without amendment, to the Senate, at the earliest opportunity.

At 10:10 a.m., the committee suspended.

At 10:13 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 22, 2022, the committee continued its examination of the Supplementary Estimates (B) for the fiscal year ending March 31, 2023.

It was agreed that each committee member be allowed to have one staff member remain present during the in camera portion of the meeting.

It was agreed that the draft report be adopted, and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting’s discussions, and with any necessary editorial, grammatical and translation changes required.

It was agreed that the acting chair be authorized to table the report in the Senate, at the earliest opportunity.

At 11:32 a.m., the committee adjourned to the call of the chair.
