The Standing Senate Committee on Social Affairs, Science and Technology met this day at 11:30 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Rosemary Moodie, presiding.

Members of the committee present: The Honourable Senators Boudreau, Brazeau, Burey, Cormier, Mégie, Moodie, Muggli, Osler, Petitclerc, Seidman and Senior (11).

Other senators present: The Honourable Senator Ravalia (1).

Participating in the meeting: Laura Blackmore and Diana Ambrozas, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, June 1, 2023, the committee began its consideration of Bill S-253, An Act respecting a national framework for fetal alcohol spectrum disorder.

WITNESSES:

The Honourable Senator Mohamed-Iqbal Ravalia, sponsor of the bill.

Public Health Agency of Canada:

Michael Collins, Vice-President, Health Promotion and Chronic Disease Prevention;

Sally Scott, Executive Director, Division of Children and Youth.

Indigenous Services Canada:

Jennifer Novak, Director General, Mental Wellness and Health Promotion, First Nations and Inuit Health Branch.

Health Canada:

Maria Sterniczuk, Executive Director, Office of Strategic Initiative and Engagement.

The Honourable Senator Mohamed-Iqbal Ravalia made a statement and answered questions.

At 12:24 p.m., the committee suspended.

At 12:30 p.m., the committee resumed.

Michael Collins and Jennifer Novak each made a statement and, together with Sally Scott and Maria Sterniczuk, answered questions.

At 1:25 p.m., the committee adjourned to the call of the chair.
