The Standing Senate Committee on Transport and Communications met this day at 9:01 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Cardozo, Clement, Cuzner, Dasko, Gignac, Housakos, Miville-Dechêne and Quinn (8).

Participating in the meeting: Jed Chong and Khamla Heminthavong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee continued its study on matters relating to transport and communications generally. (Topic: Copper wire theft in the telecommunications industry)

Brigitte Joly, Director General, Critical Infrastructure Directorate, National and Cyber Security Branch.

Innovation, Science and Economic Development Canada:

Wen Kwan, Senior Director, Spectrum and Telecommunications Sector.

Department of Justice Canada:

Matthew Taylor, Senior General Counsel and Director General, Criminal Law Policy Section;

Matthias Villetorte, Senior Counsel and Team Leader, Criminal Law Policy Section.

Royal Canadian Mounted Police:

Peter Tewfik, Chief Superintendent, Officer in Charge of K Division, Community Safety and Well-being (by videoconference).

As individuals:

Jean-François Boulanger, Associate Professor, Research Institute on Mines and the Environment, University of Québec in Abitibi-Témiscamingue (by videoconference);

Ben Stickle, Professor of Criminal Justice Administration, Middle Tennessee State University.

Brigitte Joly, Wen Kwan, Matthew Taylor and Peter Tewfik each made a statement and, together with Matthias Villetorte, answered questions.

At 9:57 a.m., the committee suspended.

At 10:04 a.m., the committee resumed.

Jean-François Boulanger and Ben Stickle each made a statement and answered questions.

At 10:47 a.m., the committee adjourned to the call of the chair.
