The Standing Senate Committee on Transport and Communications met this day at 6:49 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Cardozo, Clement, Dasko, Housakos, Miville-Dechêne, Quinn and Richards (7).

Other senators present: The Honourable Senators Cuzner, Prosper and Robinson (3).

Participating in the meeting: Laurence Brosseau and Khamla Heminthavong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, April 17, 2024, the committee began its consideration of Bill S-273, An Act to declare the Chignecto Isthmus Dykeland System and related works to be for the general advantage of Canada.

WITNESSES:

The Honourable Senator Jim Quinn, sponsor of the bill.

Government of New Brunswick:

The Honourable Blaine Higgs, Premier of New Brunswick (by videoconference).

Government of Nova Scotia:

The Honourable Kim Masland, Minister of Public Works (by videoconference).

As an individual:

Lyle Skinner, Director of Parliamentary Affairs, Office of the Honourable Senator Jim Quinn.

The Honourable Senator Quinn made a statement and, together with Lyle Skinner, answered questions.

It was agreed that an extract from the Journal of the Legislative Assembly of New Brunswick regarding a notice of motion urging the Parliament of Canada to pass Bill S-273, An Act to declare the Chignecto Isthmus Dykeland System and related works to be for the general advantage of Canada, presented by the Honourable Senator Quinn, be filed as an exhibit (1140-03-1.44/TRCM-S-273, 1).

It was agreed that a letter from the Speaker of the House of Assembly of Nova Scotia to the Right Honourable Justin Trudeau, P.C., M.P., Prime Minister, and the Honourable Sean Fraser, P.C., M.P., Minister of Housing, Infrastructure and Communities, regarding the resolution adopted by the assembly urging the Parliament of Canada to pass Bill S-273, An Act to declare the Chignecto Isthmus Dykeland System and related works to be for the general advantage of Canada, presented by the Honourable Senator Quinn, be filed as an exhibit (1140-03-1.44/TRCM-S-273, 2).

At 7:41 p.m., the committee suspended.

At 7:47 p.m., the committee resumed.

The Honourable Blaine Higgs and the Honourable Kim Masland each made a statement and answered questions.

At 8:33 p.m., the committee adjourned to the call of the chair.
