The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:34 a.m., in room 257, East Block, the chair, the Honourable Senator Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Dagenais, Demers, Fraser, Frum, Joyal, P.C., McIntyre, Ngo, Runciman and White (10).

In attendance: Lyne Casavant, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 25, 2012, the committee continued its consideration of Bill C-293, An Act to amend the Corrections and Conditional Release Act (vexatious complainants). (For complete text of the order of reference, see proceedings of the committee, Issue No. 25)

WITNESSES:

Canadian Association of Elizabeth Fry Societies:

Kim Pate, Executive Director.

Correctional Service of Canada:

Jay Pyke, Warden, Kingston Penitentiary.

The chair made an opening statement.

Ms. Pate made a statement and answered questions.

At 11:19 a.m., the committee suspended.

At 11:23 a.m., the committee resumed.

Mr. Pyke made a statement and answered questions.

At 12:01 p.m., the committee adjourned to the call of the chair.
