SENATE REFORM
The following is a list of the
major legislative and special study reports conducted by Standing, Special and
Joint Committees of the Senate of Canada since 1961. Many of these reports have
been highly praised for their thoroughness and insight and have been valuable
contributions to public policy development in Canada.
Professor F.A. Kunz of McGill
University, in his address to the Training and Development Seminar for Senate
Committee Clerks and Legislative Clerks, Ottawa, September 9, 1991, stated:
“What I found in my work and in the work of others with respect to the Senate
is that, perhaps in part because it is non-elected, the bulk of the work
takes place in committees. In that sense it is very different from the U.S.
Senate and its highly publicized debates in the chamber, in front of the media
... The role of the committees in the Senate is a reflection of the composition
of the Senate and the manner in which it is composed. We all know that the
structure includes both standing and special committees. Some committees have
been of the highest quality and importance throughout the years, but precisely
because of its nature, the work often escapes public notice.”
