The Standing Committee on Internal Economy, Budgets and Administration met this day, at 8:33 a.m., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Campbell, Charette-Poulin, Comeau, Cordy, Downe, Doyle, Furey, Marshall, Munson, Smith (Saurel), Stewart Olsen, Stratton, Tardif and Tkachuk (14).

In attendance: Mr. Gary W. O'Brien, Clerk of the Senate and other senior Senate officials.

IE/2012-10-18/210(P) — Adoption of Minutes of Proceedings

It was moved, by Senator Cordy, that the minutes of proceedings of September 27, 2012, public portion, be adopted.

The question being put on the motion, it was resolved in the affirmative.

IE/2012-10-18/211(P) — Request to Transfer Funds — Social Affairs Committee

Cathy Piccinin, Acting Principal Clerk, Committees, presented a request from the Social Affairs, Science and Technology Committee for authorization to transfer the sum of $8,000 from the All Other Expenses category (printing) to the Professional and Other Services category (graphic designer) for its 2012-2013 budget for its study on prescription pharmaceuticals in Canada.

Ms. Piccinin indicated that the in accordance with the Senate Administrative Rules (SARs), the maximum amount that a committee may transfer between budget headings without the approval of the Internal Economy Committee was $4,000.

After discussion, it was agreed that this request be approved.

It was moved by Senator Comeau that the Twenty-third Report of the Subcommittee on the Review of Committee Budgets and International Travel be adopted.

The question being put on the motion, it was resolved in the affirmative.
