The Standing Senate Committee on National Finance met in camera this day at 9:03 a.m., in room 9, Victoria Building, the chair, the Honourable Larry Smith, presiding.

Members of the committee present: The Honourable Senators Eaton, Marshall, Mockler and Smith (Saurel) (4).

Other senator present: The Honourable Senator Pratte (1).

In attendance: Alex Smith and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study of the Main Estimates for the fiscal year ending March 31, 2017. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

It was agreed that senators' staff be permitted to remain in the room for the in camera meeting.

The committee continued its examination of a draft report.

At 9:34 a.m., the committee suspended.

At 9:38 a.m., the committee resumed in public.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study on the federal government's multi-billion dollar infrastructure funding program. (For complete text of the order of reference, see proceedings of the committee, Issue No. 7.)

WITNESSES:

Bev Dahlby, Distinguished Fellow, School of Public Policy, University of Calgary;

Éric Champagne, Associate Professor in Public Administration, School of Political Studies, University of Ottawa;

Christopher Stoney, Associate Professor, School of Public Policy and Administration, Carleton University.

Mr. Champagne, Mr. Dahlby and Mr. Stoney each made a statement and answered questions.

At 11:30 a.m., the committee suspended.

At 11:35 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to continue studying a draft report.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study of the Main Estimates for the fiscal year ending March 31, 2017. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

It was agreed that the draft report, as amended, be adopted.

That the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report by taking today's discussions into account, and by making any necessary formatting, grammatical or editorial changes required.

It was agreed that the chair be authorized to table the report in the Senate.

At 11:40 a.m., it was agreed that the committee adjourn to the call of the chair.
