The Standing Senate Committee on National Finance met this day at 9:35 a.m., in room 9, Victoria Building, the chair, the Honourable Larry Smith, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bellemare, Cools, Cowan, Maltais, Marshall, Pratte and Smith (8).

Other senator present: The Honourable Senator Day (1).

In attendance: Alex Smith and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 6, 2016, the committee continued its study of Bill C-2, An Act to amend the Income tax Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 16.)

WITNESSES:

As an individual:

Jack Mintz, President's Fellow, The School of Public Policy, University of Calgary (by video conference).

Canadian Association of Retired Persons:

Wanda Morris, Vice-President of Advocacy and Chief Operating Officer (by video conference).

Mr. Mintz and Ms. Morris made statements and answered questions.

At 10:36 a.m., the committee suspended.

At 10:40 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to examine a draft agenda (future business.)

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study on the federal government's multi-billion dollar infrastructure funding program. (For complete text of the order of reference, see proceedings of the committee, Issue No. 7.)

At 11:22 a.m., the committee adjourned to the call of the chair.
