The Standing Senate Committee on National Finance met this day at 9:40 a.m., in room 9, Victoria Building, the chair, the Honourable Larry Smith, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bellemare, Cools, Eaton, Marshall, Martin, Mitchell, Mockler, Neufeld, Pratte and Smith (12).
In attendance: Alex Smith and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, October 6, 2016, the committee resumed its consideration of Bill C-2, An Act to amend the Income Tax Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 16.)
The chair made a statement.
A debate took place.
At 10:01 a.m., the chair moved that the committee proceed to the clause-by-clause consideration of Bill C-2, An Act to amend the Income Tax Act.
After debate, the question being put on the motion, it was adopted on the following division:

The chair asked whether clause 1 shall carry.
The chair moved that Bill C-2 be amended, in clause 1, page 1, as follows:
(a) Replace lines 16 to 21 with the following:
"paragraph (a), plus
(i) 16.5% of the amount by which the amount taxable for the year exceeds $45,282, but is equal to or less than $52,999, and
(ii) 20.5% of the amount by which the amount taxable for the year exceeds $52,999;
(c) if the amount taxable is greater than $90,563, but is equal to or less than $140,388, the lesser of
(i) the maximum amount determinable in respect of the taxation year under paragraph (b), plus one-half of the amount by which the amount taxable exceeds $90,563 for the year, and
(ii) the maximum amount determinable in respect of the taxation year under paragraph (a), plus 22% of the amount by which the amount taxable exceeds $45,282, but is equal to or less than $90,563, and 26% of the amount by which''; and
(b) Replace line 26 with the following:
"under subparagraph (c)(ii), plus 29% of the amount by which''.

At 11:23 a.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda (future business).
It was agreed that the senators' staff be permitted to remain in the room during the in camera portion of the meeting.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee resumed its examination of the study of the federal government's multi-billion dollar infrastructure funding program.
At 11:35 a.m., the committee adjourned to the call of the chair.
