The Standing Senate Committee on National Finance met this day at 3:02 p.m., in room 9, Victoria Building, the chair, the Honourable Larry Smith, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Baker, P.C., Carignan, P.C., Cools, Eaton, Harder, P.C., Marshall, Mitchell, Mockler, Pratte and Smith (12).

Other senators present: The Honourable Senators Moncion and Saint-Germain (2).

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 8, 2016, the committee started its consideration of Bill C-29, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures.

WITNESSES:

Luc Thibaudeau, Chair of the Committee on Consumer Protection;

Yves Lauzon, Member of the Committee on Consumer Protection;

Réa Hawi, Committee Secretary and Counsel, Research and Legislation Unit.

Ms. Hawi and Mr. Thibaudeau made a statement and, with Mr. Lauzon, answered questions.

At 3:55 p.m., the committee suspended.

At 4:01 p.m., the committee resumed.

The chair made a statement.

Debate.

At 4:12 p.m., it was agreed to proceed to a clause-by-clause consideration of Bill C-29, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With the consent of the committee members and pursuant to rule 12-20(3), it was agreed that the other clauses be grouped according to the parts described in the table of provisions of the bill.

It was agreed that Part 1, which contains clauses 2 to 88, carry, on division.

It was agreed that Part 2, which contains clauses 89 to 99, carry, on division.

It was agreed that Part 3, which contains clause 100, carry, on division.

It was agreed that Part 4, Division 1, which contains clauses 101 to 103, carry, on division.

It was agreed that Part 4, Division 2, which contains clauses 104 to 106, carry, on division.

It was agreed that Part 4, Division 3, which contains clauses 107 to 113, carry, on division.

It was agreed that Part 4, Division 4, which contains clauses 114 to 116, carry, on division.

The chair asked whether Part 4, Division 5, which contains clauses 117 to 135, shall carry.

With the consent of the committee members, the Honourable Senator Harder, P.C., proposed that Part 4, Division 5, entitled Financial Consumer Protection Framework, which contains clauses 117 to 135, be removed.

After debate, the question being put on the motion, it was adopted on the following vote:

It was agreed that Part 4, Division 6, which contains clauses 136 to 139, carry.

It was agreed that Part 4, Division 7, which contains clauses 140 to 145, carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry as amended.

It was agreed that the chair report Bill C-29 to the Senate, with the proposed amendment.

At 4:24 p.m., the committee adjourned to the call of the chair.
