The Standing Senate Committee on National Finance met this day at 9:36 a.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bellemare, Cools, Dean, Eaton, Forest, Marshall, Marwah, Mockler, Neufeld and Pratte (11).

In attendance: Sylvain Fleury, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 5, 2017, the committee continued its study of Bill C-63, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2017, and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 55.)

The chair made a statement.

At 9:46 a.m., it was agreed to proceed to clause-by-clause study of Bill C-63.

It was agreed that the adoption of the title stand postponed.

It was agreed that the adoption of clause 1, which contains the short title, stand postponed.

With the leave of the committee members and pursuant to rule 12-20(3), it was agreed that the other clauses be grouped according to the parts described in the table of provisions of the bill.

It was agreed that Part 1, which contains clauses 2 to 105, carry, on division.

It was agreed that Part 2, which contains clauses 106 to 164, carry, on division.

It was agreed that Part 3, which contains clauses 165 to 168, carry, on division.

The chair asked whether Part 4, which contains clauses 169 to 171, shall carry.

After debate, the question being put on the motion, it was negatived on the following vote:

The Honourable Senators Dean, Forest, Marwah and Pratte — 4

NAYS

The Honourable Senators Cools, Eaton, Marshall and Mockler — 4

ABSTENTIONS

The Honourable Senators Andreychuk, Bellemare and Neufeld — 3

It was agreed that Part 5, section 1, which contains clauses 172 to 175, carry, on division.

The chair asked if Part 5, section 2, which contains clause 176, shall carry.

After debate, the question being put on the motion, it was adopted on the following vote:

NAYS

The Honourable Senators Eaton and Marshall — 2

ABSTENTIONS

The Honourable Senators Andreychuk, Bellemare, Cools, Mockler and Neufeld — 5

It was agreed that Part 5, section 3, which contains clauses 177 to 179, carry, on division.

It was agreed that Part 5, section 4, which contains clauses 180 to 184, carry.

It was agreed that Part 5, section 5, which contains clauses 185 to 187, carry.

It was agreed that Part 5, section 6, which contains clauses 188 to 193, carry, on division.

It was agreed that Part 5, section 7, which contains clause 194, carry, on division.

It was agreed that Part 5, section 8, which contains clauses 195 to 216, carry, on division.

It was agreed that Part 5, section 9, which contains clauses 217 and 218, carry, on division.

It was agreed that Part 5, section 10, which contains clauses 219 to 229, carry.

It was agreed that Part 5 section 11, which contains clauses 230 to 259, carry, on division.

It was agreed that Part 5, section 12, which contains clause 260, carry, on division.

It was agreed that Part 5, section 13, which contains clause 261, carry.

It was agreed that the schedule carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill, as amended, carry.

It was agreed that the chair report the bill, with amendments, to the Senate.

At 10:28 a.m., the committee suspended.

At 10:39 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to study a draft agenda (future business).

At 10:42 a.m., the committee resumed in public.

After debate, it was agreed to reconsider the vote on Part 4 of Bill C-63.

The chair asked whether Part 4 shall carry.

After debate, the question being put on the motion, it was adopted on the following vote:

YEAS

The Honourable Senators Dean, Forest, Marwah and Pratte — 4

NAYS

The Honourable Senators Eaton and Marshall — 2

ABSTENTIONS

The Honourable Senators Andreychuk, Bellemare, Cools, Mockler and Neufeld — 5

It was agreed that the bill carry, on division.

It was agreed that that the bill be reported to the Senate.

At 10:46 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to study a draft agenda (future business).

At 10:58 a.m., the committee adjourned to the call of the chair.
