SEVENTH REPORT
Your Committee, to which was referred the Bill C-52, An Act to implement the Comprehensive Nuclear Test-Ban Treaty, has examined the said Bill in obedience to its Order of Reference dated October 28, 1998, and now reports the same with the following amendment:1. Page 13, clause 27.1 : replace lines 6 to 10 with the following:
"Tabling of report
(2) The Minister of Foreign Affairs shall cause a copy of the report to be laid before each House of Parliament on any of the first fifteen days on which that House is sitting after the Minister receives the report."

A Message was brought from the House of Commons with a Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act, to which they desire the concurrence of the Senate.The Bill was read the first time.
The Honourable Senator Carstairs moved, seconded by the Honourable Senator Pépin, that the Bill be placed on the Orders of the Day for a second reading on Tuesday next, November 24, 1998.

Consideration of the Twelfth Report of the Standing Senate Committee on Social Affairs, Science and Technology (budget-study on the dimensions of social cohesion in Canada) presented in the Senate on October 1, 1998.After debate, The Honourable Senator Murray, P.C., moved, seconded by the Honourable Senator Doody, that the Report be adopted.
The question being put on the motion, it was adopted. Orders No. 2 to 4 were called and postponed until the next sitting. Order No. 5 was called and pursuant to Rule 27(3) was dropped from the Order Paper.

The Senate adjourned during pleasure to await the arrival of His Excellency the Governor General. After awhile, His Excellency the Governor General, having come and being seated on the Throne-The Honourable the Speaker commanded the Usher of the Black Rod to proceed to the House of Commons and acquaint that House that:-
"It is the pleasure of His Excellency the Governor General that they attend him immediately in the Senate Chamber." The House of Commons being come, One of the Clerks at the Table then read the title of the Bill to be assented to as follows:
An Act to amend the Judges Act and to make consequential amendments to other Acts (Bill C-37, Chapter 30, 1998).
To this Bill the Royal Assent was pronounced by the Clerk of the Senate in the following words:-
"In Her Majesty's name, His Excellency the Governor General doth assent to this Bill."
3:24 p.m. The Commons withdrew. After which His Excellency the Governor General was pleased to retire.
