DAILY ROUTINE OF BUSINESS

Introduction and First Reading of Government Bills

The Honourable Senator Hays presented a Bill S-18, An Act to amend the National Defence Act (non-deployment of persons under the age of eighteen years to theatres of hostilities).

The Bill was read the first time.

The Honourable Senator Hays moved, seconded by the Honourable Senator Bacon, that the Bill be placed on the Orders of the Day for a second reading on Thursday next, March 23, 2000.

The question being put on the motion, it was adopted. The Honourable Senator Hays presented a Bill S-19, An Act to amend the Canada Business Corporations Act and the Canada Cooperatives Act and to amend other Acts in consequence.

The Bill was read the first time.

The Honourable Senator Hays moved, seconded by the Honourable Senator Perry (Poirier), that the Bill be placed on the Orders of the Day for a second reading on Thursday next, March 23, 2000.

The question being put on the motion, it was adopted. A Message was brought from the House of Commons with a Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Boudreau, P.C., moved, seconded by the Honourable Senator Hays, that the Bill be placed on the Orders of the Day for a second reading on Thursday next, March 23, 2000.

The question being put on the motion, it was adopted.

Tabling of Reports from Inter-Parliamentary Delegations

The Honourable Senator Rompkey, P.C., tabled the following:

The Honourable Senator Furey moved, seconded by the Honourable Senator Fraser, that the Bill be read the second time.

After debate, The Honourable Senator Angus moved, seconded by the Honourable Senator Rossiter, that further debate on the motion be adjourned until the next sitting.

Commons Public Bills

Third reading of Bill C-202, An Act to amend the Criminal Code (flight).

The Honourable Senator Moore moved, seconded by the Honourable Senator Ruck, that the Bill be read the third time.

The question being put on the motion, it was adopted.

The Bill was then read the third time and passed.

Ordered, That a Message be sent to the House of Commons to acquaint that House that the Senate have passed this Bill, without amendment. Resuming debate on the motion of the Honourable Senator Cools, seconded by the Honourable Senator Watt, for the second reading of Bill C-247, An Act to amend the Criminal Code and the Corrections and Conditional Release Act (cumulative sentences),

After debate, The Honourable Senator Bryden moved, seconded by the Honourable Senator Pearson, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

MOTIONS

The Honourable Senator Bacon moved, seconded by the Honourable Senator Joyal, P.C.:

That the Standing Senate Committee on Transport and Communications be authorized to examine and make recommendations upon the state of transportation safety and security in Canada and to complete a comparative review of technical issues and legal and regulatory structures with a view to ensuring that transportation safety and security in Canada are of such high quality as to meet the needs of Canada and Canadians in the twenty-first century;

That the papers and evidence received and taken on the subject and the work accomplished by the Special Senate Committee on Transportation Safety and Security during the First Session of the Thirty-sixth Parliament be referred to the Committee; and

That the Committee submit its final report no later than December 31, 2000.

The question being put on the motion, it was adopted.

That when the Senate adjourns today, it do stand adjourned until tomorrow, Wednesday, March 22, 2000, at 1:30 p.m.;

That at 3:30 p.m. tomorrow, if the business of the Senate has not been completed, the Speaker shall interrupt the proceedings to adjourn the Senate;

That should a division be deferred until 5:30 p.m. tomorrow, the Speaker shall interrupt the proceedings at 3:30 p.m. to suspend the sitting until 5:30 p.m. for the taking of the deferred division; and

That all matters on the Orders of the Day and on the Notice Paper, which have not been reached, shall retain their position.

Changes in Membership of Committees Pursuant to Rule 85(4)

Standing Senate Committee on Banking, Trade and Commerce

The names of the Honourable Senators Kroft and Fitzpatrick substituted for those of the Honourable Senators Cook and Graham (March 9).

Standing Joint Committee on Official Languages

The name of the Honourable Senator Finestone removed from the membership (March 9).

The name of the Honourable Senator Robichaud (L'Acadie-Acadia) substituted for that of the Honourable Senator Hervieux-Payette (March 9).

Standing Senate Committee on Transport and Communications

The names of the Honourable Senators Kirby and Poulin substituted for those of the Honourable Senators Hervieux-Payette and Taylor (March 9).
