The Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

FIFTH REPORT

Your Committee, which was authorized by the Senate on December 16, 1999 to examine and report upon the state of the health care system in Canada, respectfully requests that it be empowered to engage the services of such counsel and technical, clerical and other personnel that may be necessary.

Pursuant to Section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this Report.

THE STANDING SENATE COMMITTEE ON SOCIAL AFFAIRS, SCIENCE AND TECHNOLOGY

SPECIAL STUDY ON HEALTH CARE SYSTEM

APPLICATION FOR BUDGET AUTHORIZATION FOR THE FISCAL YEAR ENDING MARCH 31, 2000

Extract from the Journals of the Senate of Thursday, December 16, 1999:

Resuming debate on the motion of the Honourable Senator Kirby, seconded by the Honourable Senator Mercier:

That the Standing Senate Committee on Social Affairs, Science and Technology be authorized to examine and report upon the state of the health care system in Canada. In particular, the Committee shall be authorized to examine:

(a) The fundamental principles on which Canada's publicly funded health care system is based;

(b) The historical development of Canada's health care system;

(c) Publicly funded health care systems in foreign jurisdictions;

(d) The pressures on and constraints of Canada's health care system; and

(e) The role of the federal government in Canada's health care system;

That the Committee submit its final report no later than December 14, 2001; and

That the Committee be permitted, notwithstanding usual practices, to deposit any report with the Clerk of the Senate, if the Senate is not then sitting; and that the report be deemed to have been tabled in the Chamber.

The Standing Committee on Internal Economy, Budgets and Administration has examined and approved the budget presented to it by the Standing Senate Committee on Social Affairs, Science and Technology for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2000 for the purpose of its Special Study on the Health Care System, as authorized by the Senate on Thursday, December 16, 1999. The said budget is as follows:
