That the papers and evidence received and taken by the Standing Senate Committee on Transport and Communications during its study of Bill S-26, An Act concerning personal watercraft in navigable waters, in the First Session of the Thirty-seventh Parliament be referred to the Standing Senate Committee on Energy, the Environment and Natural Resources for its study of Bill S-10, An Act concerning personal watercraft in navigable waters.

The question being put on the motion, it was adopted.

That the Standing Senate Committee on National Finance be authorized to examine and report upon the expenditures set out in the Estimates for the fiscal year ending March 31, 2004, with the exception of Parliament Vote 10 and Privy Council Vote 25.

The question being put on the motion, it was adopted.

The Honourable Senator Robichaud, P.C., moved, seconded by the Honourable Senator Graham, P.C.:

That the Standing Senate Committee on National Finance be authorized to examine and report upon the expenditures set out in the Supplementary Estimates (B) for the fiscal year ending March 31, 2003.

The question being put on the motion, it was adopted.

The Honourable Senator Robichaud, P.C., moved, seconded by the Honourable Senator Milne:

That the Standing Senate Committee on Official Languages be authorized to examine the expenditures set out in Privy Council Vote 25 of the Estimates for the fiscal year ending March 31, 2004.

The Honourable Senator Robichaud, P.C., moved, seconded by the Honourable Senator Poulin:

That the Standing Joint Committee on the Library of Parliament, when and if the Committee is formed, be authorized to examine the expenditures set out in Parliament Vote 10 of the Estimates for the fiscal year ending March 31, 2004; and

That a message be sent to the House of Commons to acquaint that House accordingly.

Resuming debate on the motion of the Honourable Senator Kinsella, seconded by the Honourable Senator Corbin, for the second reading of Bill S-14, An Act to amend the National Anthem Act to reflect the linguistic duality of Canada.

The Honourable Senator Corbin moved, seconded by the Honourable Senator Ferretti Barth, that further debate on the motion be adjourned until the next sitting.

Resuming debate on the motion of the Honourable Senator Banks, seconded by the Honourable Senator Wiebe, for the second reading of Bill S-12, An Act to repeal legislation that has not been brought into force within ten years of receiving royal assent.

INQUIRIES

The Honourable Senator Beaudoin called the attention of the Senate to the visit of the parliamentary delegation from the Senate and the House of Commons to the Kingdom of Morocco at the invitation of the King, from January 19 to 26, 2003, in order to discuss trade issues, equality rights and other matters.

Standing Joint Committee for the Scrutiny of Regulations

The names of the Honourable Senators Chaput and Ringuette-Maltais substituted for those of the Honourable Senators Merchant and Moore (February 26).

Standing Senate Committee on Transport and Communications

The names of the Honourable Senators Banks, Christensen, Mahovlich and Chaput substituted for those of the Honourable Senators Day, Phalen, Graham and LaPierre (February 26).

The names of the Honourable Senators Kinsella and Gustafson substituted for those of the Honourable Senators Gustafson and Kinsella (February 27).
