The Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

THIRTIETH REPORT

Your committee, to which was referred Bill C-252, An Act to amend the Food and Drugs Act (prohibition of food and beverage marketing directed at children), has, in obedience to the order of reference of Thursday, May 30, 2024, examined the said bill and now reports the same without amendment but with certain observations, which are appended to this report.

Observations to the thirtieth report of the Standing Senate Committee on Social Affairs, Science and Technology (Bill C-252)

Your committee heard that as Canada is a signatory to the UN Convention on the Rights of the Child (UNCRC), that a child’s rights approach to legislation and regulation with respect to Bill C-252 would better protect children from harm and exploitation. To ensure that children’s best interests are adequately considered, your committee suggests that the proposed regulations be subject to a Child Rights Impact Assessment (CRIA).

The Honourable Senator Dasko moved, seconded by the Honourable Senator Forest, that the bill be placed on the Orders of the Day for third reading at the next sitting.

That, in accordance with rule 10-11(1), the Standing Senate Committee on Social Affairs, Science and Technology be authorized to examine the subject matter of Bill C-71, An Act to amend the Citizenship Act (2024), introduced in the House of Commons on May 23, 2024, in advance of the said bill coming before the Senate; and

That the committee submit its final report to the Senate no later than December 10, 2024.

In amendment, the Honourable Senator LaBoucane-Benson moved, seconded by the Honourable Senator Petten:

That the motion be not now adopted, but that it be amended by replacing the words “December 10, 2024” by the words “December 12, 2024”.
