The Subcommittee on Communications of the Standing Senate Committee on Transport and Communications met at 3:30 p.m. this day, the Chair, the Honourable Senator Marie-P. Poulin, presiding.

Members of the subcommittee present: The Honourable Senators Poulin, Rompkey and Spivak. (3)

In attendance: Terrence J. Thomas, Research Officer, Economics Division, Research Branch, Library of Parliament; Michel Patrice, Legislative Clerk, Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Canadian Film and Television Production Association:

Garry Toth, Vice-President, Member Services and Industrial Affairs;

Neil Bregman, President/Executive Producer, Sound Venture Productions Ottawa Ltd. and Member of the CFTPA Board of Directors.

From the National Literacy Secretariat and the Office of Learning Technologies:

James E. Page, Executive Secretary;

Stephen Loyd, Manager, Office of Learning Technologies;

Jean Pignal, Special Surveys Division, Statistics Canada.

The subcommittee resumed consideration of its study on Canada's international competitive position in communications as authorized by the Senate on May 1, 1996 and the committee on May 2, 1996.

The witnesses from the Canadian Film and Television Production Association made a statement and answered questions.

At 4:45 p.m., the committee was suspended.

At 5:25 p.m., the committee resumed.

The witnesses from the National Literacy Secretariat and the Office of Learning Technologies made a statement and answered questions.

It was agreed, -- That the presentation by the National Literacy Secretariat and the Office of Learning Technologies be filed with the Clerk of the Committee as (Exhibit No. 6050 - 2.35/C1, "17").

At 6:50 p.m., the subcommittee adjourned to the call of the Chair.
