The Special Senate Committee on Post-Secondary Education met at 9:10 a.m. this day, in Room 356-S, Centre Block, the Chairman, the Honourable M. Lorne Bonnell, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bonnell, Forest, Losier-Cool and Perrault (5).

Other senators present: The Honourable Senator Corbin.

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Human Resources Development:

Martha Nixon, Associate Executive Head, Human Resources Investment Branch;

Thomas Townsend, Director General, Learning and Literacy Directorate;

JoAnne Denis, Canada Student Loans Program Reform.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 8, 1997, the committee resumed its consideration of the inquiry on the serious state of post-secondary education in Canada (See Proceedings of the Committee dated October 21, 1997, Issue No. 1, for complete text of Order of Reference.)

Martha Nixon and Thomas Townsend made an opening statement and answered questions.

At 10:42 a.m., the committee adjourned to the call of the Chair.

The Special Senate Committee on Post-Secondary Education met at 10:00 a.m., this day, in camera, in Room 705, Victoria Building, the Chairman, the Honourable M. Lorne Bonnell, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bonnell, DeWare, Forest and Losier-Cool (5).

Other senators present: The Honourable Senator Corbin (1).

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 8, 1997, the Committee resumed its consideration of the inquiry on the serious state of post-secondary education in Canada (See Proceedings of the Committee dated October 21, 1997, Issue No. 1, for complete text of Order of Reference.)

The Chairman delivered the First Report of the Subcommittee on Agenda and Procedure, regarding the hiring of an advisor.

The Honourable Senator Forest moved that the First Report of the Steering Committee be adopted.

The question being put on the motion, it was agreed.

The Chairman indicated that the National Anti-Poverty Organization (NAPO) had requested to appear, and that the Four Directions Lodge would be sending a brief.

After debate, it was agreed that NAPO also be invited to submit a brief.

The Clerk briefed the committee on the discussions she had had with the candidates being considered for the position of special advisor to the Committee.

The Honourable Senator Andreychuk moved that a budget not to exceed $15,000 for Professional Services and Working Meals, plus any forecast travel expenses for a special advisor, be submitted to the Standing Senate Committee on Internal Economy, Budgets and Administration for approval.

The question being put on the motion, it was agreed.

The draft report was discussed.

At 11:08 a.m., the committee adjourned to the call of the Chair.

The Special Senate Committee on Post-Secondary Education met at 3:35 p.m., this day, in camera, in Room 356-S, Centre Block, the Chairman, the Honourable M. Lorne Bonnell, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bonnell, DeWare, Forest and Lavoie-Roux (5).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer and Dr. Robin Farquhar, Advisor to the Committee.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 8, 1997, the committee resumed its consideration of the inquiry on the serious state of post-secondary education in Canada (See Proceedings of the Committee dated October 21, 1997, Issue No. 1, for complete text of Order of Reference.)

The Honourable Senator Forest moved that the second report of the Steering Committee be adopted.

The question being put on the motion, it was agreed.

Dr. Farquhar was introduced to the committee and made comments on the draft report.

After discussion of the report, it was agreed, That further comments should be sent by Senators to the Clerk by Thursday, November 20.

At 5:10 p.m., the committee adjourned to the call of the Chair.

Rubina Ramji, Hoops Harrison and Jocelyn Charron made an opening statement and, together with Pierre Killeen, Robert Best, Charlotte French and Robert Léger, answered questions.

The Committee continued in camera at 10:25 to discuss the draft report.

At 10:35 a.m., the committee adjourned to the call of the Chair.
