The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 11:05 a.m., the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cordy, Graham, P.C., Kirby, LeBreton, Morin, Robertson and Roche (8).

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos; from the Committees and Private Legislation Directorate: Josée Thérien, Legislative Clerk; from the Northern Ireland Assembly: Stephen J. Graham, Clerk to the Social Development Committee.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 1, 2001, the committee continued its consideration of the special study on the state of the health care system in Canada. (For complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

Nadine Henningsen, Executive Director.

From the Canadian Association for Community Care (CACC):

Dr. Taylor Alexander, President and Chief Executive Officer.

From the Victorian Order of Nurses for Canada (VON Canada):

Diane McLeod, Vice-President, Policy, Planning and Govern ment Relations, Central Region.

Ms Henningsen made a statement. Dr. Alexander made a statement. Ms McLeod made a statement. The witnesses answered questions.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 24, 2001, the committee began its consideration of the state of federal government policy relating to the preservation and promotion of a sense of community and national belonging in Canada.

The Chair made a statement.

It was agreed - That a subcommittee on the preservation and promotion of a sense of Canadian community be established, comprising five members, including the Honourable Senators Kirby, LeBreton, Robertson, Cook and Cordy;

That the subcommittee be authorized to send for persons, papers and records, whenever required, and to print from day such papers and evidence as may be ordered by it;

That, pursuant to section 32 of the Financial Administration Act, the committee's authority to commit funds be conferred on the subcommittee;

That, pursuant to section 34 of the Financial Administration Act and Guideline 3:05 of Appendix II of the Rules of the Senate, the committee's authority for certifying accounts payable be conferred on the subcommittee;

That the committee's power to permit coverage by electronic media of meeting be conferred on the subcommittee, and

That the Order of Reference adopted by the Senate on Tuesday, April 24, 2001 regarding the state of federal government policy relating to the preservation and promotion of a sense of community and national belonging in Canada be referred to the subcommittee.

At 12:37 p.m., the committee adjourned to the call of the Chair.
