The Standing Senate Committee on Human Rights met this day, at 9:07 a.m. in the Saskatoon Indian and Metis Friendship Centre, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Brazeau, Dyck, Harb, Hubley, and Jaffer (5).

In attendance: Julian Walker and Martha Butler, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 15, 2012, the committee continued its examination pertaining to the human rights of First Nations band members who reside off-reserve, with an emphasis on the current federal policy framework. (For complete text of the order of reference, see proceedings of the committee, Issue No. 17.)

Vice-Chief Simon Bird.

Aboriginal Friendship Centres of Saskatchewan:

Gwen Bear, Executive Director;

Dylan Rose, Regional Desk Coordinator, Cultural Connections for Aboriginal Youth.

Saskatoon Indian and Metis Friendship Centre:

William Mintram, Acting Assistant Director.

Indian and Metis Friendship Centre of Prince Albert:

George Sayese, President.

Kinkinak Friendship Centre:

Kayle Brown, Board Member.

Walk-Ons:

Jessica Gordon, as an individual;

Jacqueline Anaquod, as an individual;

Kevin Daniels, as an individual;

Kim Beaudin, as an individual.

The chair and deputy chair each made an opening statement and presided jointly over the meeting.

At 10:10 a.m., the committee suspended.

At 10:21 a.m., the committee resumed.

Ms. Bear, Mr. Mintram, Mr. Sayese, Ms. Brown and Mr. Rose each made a statement and, together, answered questions.

At 11:43 a.m., the committee suspended.

At 11:45 a.m., the committee resumed.

Ms. Gordon, Ms. Anaquod, Mr. Daniels and Ms. Beaudin each made a presentation.

At 12:12 p.m., the committee adjourned to the call of the chair.
