Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Aboriginal Peoples met this day in room C128, Senate of Canada Building, and with videoconference, at 2:02 p.m. ET, the chair, the Honourable Brian Francis, presiding.

Members of the committee present: The Honourable Senators Arnot, Coyle, Francis and Pate (4).

Members of the committee present by videoconference: The Honourable Senators Audette, Christmas and Hartling (3).

Other senators present: The Honourable Senator Moncion (1).

Participating in the meeting: Sébastien Payet and Sara Gajic, legislative clerks, and Lori Meldrum, Administrative Assistant, Committees Directorate; Brittany Collier and Sara Fryer, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 4, 2022, the committee continued its consideration of the subject matter of those elements contained in Divisions 2 and 3 of Part 5 of Bill C-19, An Act to implement certain provisions of the budget tabled in Parliament on April 7, 2022 and other measures.

Taralee Beardy made a statement and answered questions.

At 2:59 p.m., the committee suspended.

At 3:02 p.m., the committee resumed.

Curtis Bergeron made a statement and, together with Douglas Fairbairn, answered questions.

At 3:26 p.m., the committee suspended.

At 3:27 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

It was agreed that, notwithstanding the motions adopted by the committee on March 21 and May 2, 2022, one staff of all committee members be allowed in the room or on Zoom during the in camera portion of today’s meeting.

It was agreed that the committee allow the transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members or their staff present, the members of the Subcommittee on Agenda and Procedure or their staff, or the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that the draft report be adopted. It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report on the subject matter of those elements contained in Divisions 2 and 3 of Part 5 of Bill C-19, An Act to implement certain provisions of the budget tabled in Parliament on April 7, 2022 and other measures, taking into consideration the committee’s discussions on this topic, and that the chair be authorized to table the report in the Senate, at the earliest opportunity.

At 3:37 p.m., the committee adjourned to the call of the chair.
