The Standing Committee on Internal Economy, Budgets and Administration met this day at 9:00 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Lucie Moncion, presiding.
Members of the committee present: The Honourable Senators Bovey, Carignan, P.C., Dawson, Dean, Forest, Loffreda, Moncion, Moodie, Plett, Saint-Germain, Seidman, Tannas and Woo (13).
Participating in the meeting: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Gérald Lafrenière, Interim Clerk of the Senate and Clerk of the Parliaments and Chief Legislative Services Officer; Philippe Hallée, Law Clerk and Parliamentary Counsel; senior Senate officials and other support staff.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate’s internal administration.
The Chair made a statement.

CIBA/2022-09-22/134(P) — Adoption of Minutes of Proceedings from June 23, 2022 (public)
The committee considered the Minutes of Proceedings from June 23, 2022 (public).
The Honourable Senator Moodie moved that the Minutes of Proceedings of Thursday, June 23, 2022 (public), be adopted.
The question being put on the motion, it was adopted.
CIBA/2022-09-22/135(P) — Membership of the Subcommittee on Agenda and Procedure
The Honourable Senator Plett moved that the Honourable Senator Carignan, P.C., be deputy chair of this committee.
The question being put on the motion, it was adopted.
CIBA/2022-09-22/136(P) — Membership Change — Advisory Working Group on Environment and Sustainability
The Honourable Senator Plett moved that the Honourable Senator Smith be removed as a member of the Advisory Working Group on Environment and Sustainability and that an Honorable Senator from the Conservative Party of Canada be added by notice filed with the clerk of the committee by the Leader of the Opposition.
The question being put on the motion, it was adopted.
The chair announced that item 4 relating to the report from the Advisory Working Group on Artwork and Heritage Assets would be deferred until the next CIBA meeting.
CIBA/2022-09-22/137(P) — Health and Safety Considerations with Lifting of Mask Mandate
Toni Francis made a statement and, together with Philippe Hallée, answered questions regarding the health and safely implications of lifting the mask mandate.
CIBA/2022-09-22/138(P) — Request for Proposal — Talent Application System
Toni Francis made a statement and, together with Monique Daigle, answered questions regarding a request for a competitive procurement process to acquire an applicant tracking system.
CIBA/2022-09-22/139(P) — Other Matters
The Honourable Senator Plett raised concerns regarding the Room Allocation Policy.
The Chair took the matter under advisement.
At 9:23 a.m., the committee suspended.
At 9:26 a.m., the committee resumed in camera, pursuant to rule 12-16. (1).
At 10:52 a.m., the committee adjourned to the call of the chair.
