The Standing Senate Committee on National Finance met this day at 6:01 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Forest, Galvez, Gignac, Kingston, LaBoucane-Benson, Loffreda, MacAdam, Marshall, Moreau, Pate and Ross (14).

Other senators present: The Honourable Senators Hébert and Pupatello (2).

Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 29, 2025, the committee began its examination of expenditures set out in the Main Estimates for the fiscal year ending March 31, 2026, with the exception of Library of Parliament Vote 1.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 11, 2025, the committee began its examination of the Supplementary Estimates (A) for the fiscal year ending March 31, 2026.

WITNESSES:

Office of the Parliamentary Budget Officer:

Yves Giroux, Parliamentary Budget Officer;

Mark Creighton, Senior Analyst;

Régine Cléophat, Analyst.

Public Services and Procurement Canada:

Michael Hammond, Chief Financial Officer and Assistant Deputy Minister;

Kim Steele, Chief Technology Officer, Human Capital Management;

Mark Quinlan, Senior Assistant Deputy Minister, Real Property Services.

Yves Giroux made a statement and, together with Mark Creighton, answered questions.

It was agreed that the committee recommend to the Prime Minister that Yves Giroux’ mandate as Parliamentary Budget Officer be renewed for another term.

At 7:30 p.m., the committee suspended.

At 7:40 p.m., the committee resumed.

Michael Hammond made a statement and, together with Mark Quinlan and Kim Steele, answered questions.

At 9:02 p.m., the committee adjourned to the call of the chair.
