The Standing Committee on Internal Economy, Budgets and Administration (CIBA) is pleased to announce the appointment of Philippe Hallée as Law Clerk and Parliamentary Counsel.

Mr. Hallée, who will assume his new position on April 22, 2019, was the successful candidate following an open application process.

The Law Clerk and Parliamentary Counsel is the chief legal advisor to the Senate of Canada. In that capacity, the Law Clerk provides legal advice and services to the Senate, Senate committees, the Speaker and Senators to support them in the performance of their parliamentary functions.

Mr. Hallée comes to the Senate from the Privy Council Office, where he has been Director of Legal Operations since 2016. He previously had a 20-year career at the Department of Justice Canada in various positions of increasing responsibility, including Chief Legislative Counsel of Canada from 2012 to 2016.

As Chief Legislative Counsel of Canada, Mr. Hallée worked in close cooperation with the House of Commons, the Senate and the Canada Gazette to facilitate the transmission of data among those institutions, leading to a better harmonized and more efficient drafting and publication practice for Government bills and regulations. Previously, he had spearheaded the initiative to modernize the format of federal Acts and regulations which led to the current format of legislative texts.

Fluently bilingual, Mr. Hallée holds a Bachelor’s degree in law (LL.B.) from the Université de Sherbrooke and is a member of the Barreau du Québec. He also holds a Certificate in Public Sector Leadership and Governance from the University of Ottawa’s Graduate School of Public and International Affairs, as well as a Diploma in French legislative drafting from the Faculty of Law at the University of Ottawa.
