The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 10:00 a.m., the Chairman, the Honourable Lowell Murray, P.C., presiding.

Members of the committee present: The Honourable Senators Cohen, Cools, Jessiman, Johnstone, LeBreton, and Murray, P.C., (6).

Other senator present: The Honourable Senator Ferretti Barth (1).

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on November 5, 1997, the committee resumed consideration of the implementation and application of Chapter 1, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Canada Shipping Act, and the associated Federal Child Support Guidelines (for complete text of Order of Reference see proceedings of the committee, Issue No. 3, dated December 16, 1997).

The Chairman made a statement of introduction.

Ms Curtis made a statement.

Ms Poulin made a statement.

Ms Curtis and Ms Poulin jointly answered questions.

The Chairman made a statement of introduction and announced that the briefs submitted by the following witnesses as well as examples of cases will be filed as exhibits with the Clerk of the committee: Fathercraft Canada (Exhibit No. 5900 S2/SS-1, 7 "6"); case examples (Exhibit No. 5900 S2/SS-1, 7 "7"); The National Alliance for the Advancement of Non-Custodial Parents (Exhibit No. 5900 S2/SS-1, 7 "8") and case examples (Exhibit No. 5900 S2/SS-1, 7 "9").

Mr. Cheriton made a statement.

Mr. Bouchard made a statement.

Mr. Cheriton and Mr. Bouchard jointly answered questions.

At 11:30 a.m., the committee adjourned to the call of the Chairman.

The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 3:30 p.m., the Chairman, the Honourable Lowell Murray, P.C., presiding.

Eric LeGresley, Legal Counsel.

The Honourable Senator Stanley Haidasz, P.C., sponsor of the bill.

Pursuant to the Order of Reference adopted by the Senate on November 5, 1997, the committee resumed consideration of Bill S-8, An Act to amend the Tobacco Act (content regulation). (For complete text of Order of Reference see proceedings of the committee, Issue No. 5, dated February 25, 1998).

The Chairman made a statement of introduction.

Mr. LeGresley made a statement and answered questions.

The Chairman made a statement of welcome to Dr. Haidasz.

Dr. Haidasz made a statement and was joined by his research assistant, Gary Knight, to answer questions.

Dr. Haidasz proposed that an amendment be made to Bill S-8. The text of the amendment was deposited with the Clerk of the committee as Exhibit No. 5900 S2/S-8, 7 "1". The amendment will be considered by committee members.

It was agreed that, time permitting, the committee will go into clause-by-clause consideration of Bill S-8 next Tuesday, March 31, 1998 or Wednesday, April 1, 1998.

It was agreed that the Library of Parliament will prepare a summary of the evidence and testimony heard on Bill S-8.

At 5:00 p.m., the committee adjourned to the call of the Chair.
