The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 10:00 a.m., the Chairman, the Honourable Lowell Murray, P.C., presiding.

Members of the committee present: The Honourable Senators Cohen, Ferretti Barth, Johnstone, LeBreton, Maheu and Murray (6).

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on November 5, 1997, the committee resumed consideration of the implementation and application of Chapter 1, An act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Canada Shipping Act, and the associated Federal Child Support Guidelines (for complete text of Order of Reference see Proceedings of the Committee, Issue No. 3, dated December 16, 1997).

Suzanne Vadboncoeur, Director of Research and Legislation, Department of the Barreau du Québec and Secretary of the Committee of the Bar on Family Law;

Miriam Grassby, President of the Committee of the Bar on Family Law;

Dominique Goubau, Member of the Committee of the Bar on Family Law;

Jean-Marie Fortin, Member of the Committee of the Bar on Family Law.

The Chairman made a statement of introduction.

Ms Elisabeth Beattie made a statement and answered questions.

Ms Beattie deposited five documents as exhibits with the clerk of the committee: A Summary of Recommendations: Bill C-41 (Exhibit No. 5900 S2/SS-1, 8 "10"); Summary of Recommendations: Bill C-92 (Exhibit No. 5900 S2/SS-1, 8 "11"); Letter dated December 24, 1996 and supporting information from the Manitoba Department of Justice, Maintenance Enforcement Program (Exhibit No. 5900 S2/SS-1, 8 "12"); 1996, Chapter 15, An Act to amend The Enforcement of Maintenance Orders Act and to enact consequential amendments (Exhibit No. 5900 S2/SS-1, 8 "13") and an Opening Statement to the Senate Standing Committee on Banking, Trade and Commerce regarding Bill C-92, Income Tax Budget Amendments Act, 1996 (Exhibit No. 5900 S2/SS-1, 8 "14").

Ms Suzanne Vadboncoeur, Mr. Goubau, Ms Grassby and Mr. Fortin made a joint statement and answered questions.

Ms Vadboncoeur deposited the following exhibits with the clerk of the committee: Regulations and Other Acts from the Gazette Officielle du Quebec April 16, 1997, Vol. 129, No. 15 (Exhibit No. 5900 S2/SS-1, 8 "15"); Part 1 of the financial tables for parental contributions (Exhibit No. 5900 S2/SS-1, 8 "16") and Bill 68 (Exhibit No. 5900 S2/SS-1, 8 "17").

It was agreed that the Honourable Senator Colin Kenny would preside over the next meeting of the committee scheduled for Wednesday, April 1, 1998.

At 11:35 a.m., the committee adjourned to the call of the Chairman.
