The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building at 10:00 a.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators Cohen, Ferretti Barth, Lavoie-Roux, LeBreton, Maheu, Murray, P.C. (6).

Other senator present: The Honourable Senator Nolin (1).

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on November 5, 1997, the committee resumed consideration of the implementation and application of Chapter 1, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Canada Shipping Act, and the associated Federal Child Support Guidelines (for complete text of Order of Reference see Proceedings of the Committee, Issue No. 3, dated December 16, 1997).

WITNESSES:

Karen Selick, Family Law Practitioner.

The Chairman made a statement of introduction.

Karen Selick made a statement and answered questions.

At 10:45 a.m., the committee suspended its sitting.

At 10:50 am, the committee resumed sitting in camera.

It was agreed that the committee would hold extended, televised hearings on Bill S-13, An Act to incorporate and to establish an industry levy to provide for the Canadian Tobacco Industry Community Responsibility Foundation on May 12, 1998 between 10:00 and 11:30 am and between 3:30 and 8:00 p.m.; and on May 13, 1998 between 3:30 p.m. and 8:00 p.m.

It was agreed that hearings on Bill S-10, An Act to amend the Excise Tax Act, would be held during regular committee meeting times on May 6, 26 and 27, 1998.

The Honourable Senator LeBreton moved -- That the following budget be submitted to Internal Economy, Budgets and Administration for approval:

Professional and Special Services $15,500 Transportation and Communications $ 9,000 Other Expenditures $ 500 TOTAL $25,000

The questions being put on the motion, after debate, it was agreed.

At 11:30 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 3:30 p.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators: Ferretti Barth, Johnstone, Lavoie-Roux, LeBreton, Maheu and Murray, P.C. (6).

Other Senators present: The Honourable Senator Keon (1).

In attendance: From the Research Branch of the Library of Parliament: Mollie Dunsmuir, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on November 5, 1997, the committee resumed consideration of Bill S-8, An Act to amend the Tobacco Act (content regulation) (for complete text of Order of Reference, see proceedings of the committee, Issue No. 5, dated February 25, 1998).

It was agreed -- That the committee complete clause-by-clause consideration of Bill S-8, An Act to amend the Tobacco Act (content regulation).

It was agreed that the title be postponed.

It was agreed that clause 1 carry.

It was moved by the Honourable Senator LeBreton that Bill S-8, in clause 2, be amended by replacing line 6, on page 2, with the following:

"5. No person shall manufacture or sell a tobacco".

The question being put on the motion, it was agreed.

It was moved by the Honourable Senator Keon that Bill S-8, in clause 3, be amended by replacing line 12, on page 2, with the following:

"6.1 No tobacco product intended or sold for use".

The question being put on the motion, it was agreed.

It was agreed that Clause 4 carry.

It was agreed that Clause 5 carry.

It was agreed that the Title carry.

It was agreed that Bill S-8, as amended carry.

It was agreed that Bill S-8 be reported to the Senate as amended.

At 3:50 p.m., the committee suspended its sitting.

At 3:55 p.m., the committee resumed in camera.

It was agreed that the committee would sit one extra hour in the interest of hearing witnesses on Bill S-10, An Act to amend the Excise Tax Act (May 27 from 3:30 p.m. to 6:00 p.m.).

At 4:10 p.m. the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Cohen, Cools, Ferretti Barth, Jessiman, Lavoie-Roux, LeBreton and Murray, P.C. (7).

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Pursuant to the Order of Reference adopted by the Senate on November 5, 1997, the committee resumed consideration of the implementation and application of Chapter 1, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Canada Shipping Act, and the associated Federal Child Support Guidelines (for complete text of Order of Reference, see proceedings of the committee, Issue No. 3, dated December 16, 1997).

The Chairman made an opening statement.

It was agreed that the committee should report on the Order of Reference before the summer break.

It was agreed that the report should be considered an Interim Report.

It was agreed that the clerk would arrange a second in camera meeting, outside regular committee meeting times, to further consider the summary of evidence.

At 11:30 a.m., the committee adjourned to the call of the Chair.
