The Standing Senate Committee on Social affairs, Science and Technology met this day in Room 705, Victoria Building, at 3:50 p.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators Butts, Cools, Ferretti Barth, Johnstone, Lavoie-Roux, Maloney, Murray, P.C., and Poy (8).

Other senator present: The Honourable Senator Grafstein (1).

In attendance: From Canadian Policy Research Networks Inc.: Denis St-Martin and the Research Branch, Library of Parliament: Sandra Harder.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee resumed consideration of the special study on the dimensions of social cohesion in Canada in the context of globalization and other economic and structural forces that influence trust and reciprocity among Canadians. (For complete text of Order of Reference see proceedings of the committee, Issue No. 17.)

WITNESSES:

From Dalhousie University, Department of Economics:

Professor Lars Osberg.

From Informetrica Limited:

Mr. Michael McCracken, Chief Executive Officer.

Professor Osberg made a statement.

Mr. McCracken made a statement.

Professor Osberg and Mr. McCracken answered questions as a panel.

The Chairman thanked the witnesses.

At 5:45 p.m., the committee suspended its meeting.

At 5:50 p.m., the committee resumed its meeting in camera.

The Honourable Senator Ferretti Barth moved that the following supplementary budget be submitted to Internal Economy, Budgets and Administration for approval.

Professional and Special Services

Communications Consultant $22,500

The question being put on the motion, after debate, it was agreed.

At 6:00 p.m., the committee adjourned to the call of the Chairman.

The Standing Senate Committee on Social Affairs, Science and Technology met this day, in camera, in Room 705, Victoria Building, at 10:00 a.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators Cohen, Cools, Ferretti Barth, Lavoie-Roux and Murray, P.C. (5).

In attendance: From the Research Branch of the Library of Parliament: Sandra Harder.

It was agreed that the Order of Reference before the committee regarding Bill S-10, An Act to amend the Excise Tax Act, would be considered on November 24 and December 1, 1998.

It was agreed that witnesses would be heard as panels.

It was agreed that each panel will make a 10-minute opening statement followed by 20 minutes of questions from the committee.

It was agreed that the Order of Reference before the committee regarding Bill S-20, An Act to amend the Act of incorporation of the Roman Catholic Episcopal Corporation of Mackenzie, will be considered on December 2, 1998.

At 10:30 a.m., the committee adjourned to the call of the Chairman.
