The Standing Senate Committee on Social Affairs, Science and Technology met this day in Room 705, Victoria Building, at 10:00 a.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators Butts, Cohen, Cools, Di Nino, Ferretti Barth, Gill, Johnstone, LeBreton, Murray, P.C., and Poy (10).

In attendance: From the Research Branch of the Library of Parliament: Terry Thomas, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on March 19, 1998, the committee resumed consideration of Bill S-10, An Act to amend the Excise Tax Act (for complete text of Orders of Reference, see proceedings of the committee, Issue No. 10, dated May 6, 1998 and Issue No. 20, dated November 17, 1998).

It was agreed that the committee would consider the amendment and subamendment to Bill S-10 proposed by the Honourable Senators Di Nino and Maheu.

It was agreed that the subamendment moved by the Honourable Senator Di Nino carry on the following division:

The Standing Senate Committee on Social Affairs, Science and Technology met this day in Room 705, Victoria Building, at 3:45 p.m., the Chairman, the Honourable Lowell Murray, presiding.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee resumed consideration of the special study on the dimensions of social cohesion in Canada in the context of globalization and other economic and structural forces that influence trust and reciprocity among Canadians (for complete text of Order of Reference, see proceedings of the committee, Issue No. 17, dated September 29, 1998).

WITNESS:

Professor John F. Helliwell, O.C., Department of Economics, University of British Columbia.

The Chairman made a statement.
