The Standing Senate Committee on Social Affairs, Science and Technology met this day in Room 705 Victoria Building, at 9:06 a.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators Butts, Cohen, Cools, Ferretti Barth, Gill, Johnstone, Lavoie-Roux, LeBreton, Maloney, Murray P.C. and Poy (11).

Other senators present: The Hon. Senators Wilson and Doody. (2)

In attendance: From the Library of Parliament, Jack Stilborn.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, May 11, 1999, the committee began its consideration of Bill C-66, to amend the National Housing Act and the Canada Mortgage and Housing Corporation Act and to make a consequential amendment to another Act.

Mr. Gagliano made a statement and together with the other witnesses answered questions.

Mr. Seeto made a statement and together with the other witnesses answered questions.

Ms Kinsley answered questions.

At 10:30 a.m. the committee adjourned to the call of the Chairman.

The Standing Senate Committee on Social Affairs, Science and Technology met this day in Room 705 Victoria Building, at 5:35 p.m., the Chairman, the Honourable Lowell Murray, presiding.

Pursuant to the Order of Reference adopted by the Senate on Monday, May 11, 1999, the committee continued its consideration of Bill C-66, An Act to amend the National Housing Act and the Canada Mortgage and Housing Corporation Act and to make a consequential amendment to another Act.

Mr. Vukanovich made a statement and, together with the other witnesses, answered questions.

Mr. Hunter made a statement and answered questions.

Mr. Kenward made a statement and, together with Mr. Johnston, answered questions.

Ms Rheault made a statement and answered questions.

Pursuant to the Order of Reference adopted by the Senate on May 31, 1999, the committee began its consideration of issues relating to persons coming under the jurisdiction of Veterans Affairs Canada including the availability, quality and standards of all benefits available to such persons.

The Chair made a statement.

It was moved by Senator LeBreton, -- That the Order of Reference adopted by the Senate on May 31, 1999:

That the Standing Senate Committee on Social Affairs, Science and Technology be authorized to undertake a study on issues relating to persons coming under the jurisdiction of Veterans Affairs Canada including the availability, quality and standards of all benefits available to such persons;

That the committee be empowered to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings;

That the committee be empowered to present its final report no later than March 31, 2000; and

That the committee be permitted, notwithstanding usual practices, to deposit its report with the Clerk of the Senate, if the Senate is not then sitting, and that the report be deemed to have been tabled in the Chamber; be referred to the Subcommittee on Veterans Affairs.

The question being put on the motion it was agreed.

It was agreed that the committee proceed to clause by clause consideration of Bill C-66 on Wednesday, June 9, 1999 at 3:30 p.m.

At 8:20 p.m. the committee adjourned to the call of the Chair.
